Should ‘We The People’ be fearful of a company of this caliber when so many lives are at stake. Many Targeted Individuals know from personal experience about the dangers of these types of high-voltage weapons. It is a life that we live daily without restitution. A life that no one, in a trillion years, would ever have imagined living.
If our governments’ would care to answer…Why are innocent civilians being subjected to such torture by such weapons that bought Applied Energetics, Inc. formerly Ionatron’s claim to fame.

An electrolaser is a type of electroshock weapon that is also a directed-energy weapon. It uses lasers to form an electrically conductive laser-induced plasma channel (LIPC). A fraction of a second later, a powerful electric current is sent down this plasma channel and delivered to the target, thus functioning overall as a large-scale, high energy, long-distance version of the Taser electroshock gun.
Alternating current is sent through a series of step-up transformers, increasing the voltage and decreasing the current. The final voltage may be between 108 and 109 volts.[citation needed] This current is fed into the plasma channel created by the laser beam.

Publicly traded company Applied Energetics (formerly Ionatron) develops directed-energy weapons for the United States Military. The company has produced a device called the Joint IEDzer (JIN) which was deemed unfit for field use in 2006.[4] The JIN is intended for safely detonating improvised explosive devices (IEDs). Future designs include weapons mounted on land, air and sea vehicles and as a hand-held infantry version.
Applied Energetics said that the weapons will be able to be used as a non-lethal alternative to current weaponry, but will be able to deliver a high enough voltage jolt to kill.
Applied Energetics / Ionatron say that they are working on an electrolaser system, called LGE (Laser Guided Energy).[5] They are also studying a laser-induced plasma channel (LIPC) as a way to stop people from going through a corridor or passageway.[6]

There was an unconfirmed report that in 1985 the U.S. Navy tested an electrolaser.[citation needed] Its targets were missiles and aircraft. This device was known as the Phoenix project within the Strategic Defense Initiative research program. It was first proved by experiment at long range in 1985, but this report may have referred to an early test of MIRACL, which is or was a high-powered chemical laser.[citation needed]
HSV Technologies
HSV Technologies, Inc. (Stood for the last names of the original founders, Herr, Schlesinger and Vernon; this is NOT the same company as Holden Special Vehicles), formerly of San Diego, California, USA, then Port Orchard, WA, designed a non-lethal device which was profiled in the 2002 TIME magazine article “Beyond the Rubber Bullet”. It is an electrolaser using ultraviolet laser beams of 193 nm, and promises to immobilize living targets at a distance without contact. There is plan for an engine-disabling variation for use against the electronic ignitions of cars using a 248 nm laser. The lead inventor, Eric Herr, died in 2008 and the company appears to have been dissolved, as their website now hosts an unrelated business (as of 9/2015) [7]
Picatinny Arsenal
Scientists and engineers from Picatinny Arsenal have demonstrated that an electric discharge can go through a laser beam. The laser beam is self-focusing due to the high laser intensity of 50 gigawatts, which changes the speed of light in air.[8] The laser was reportedly successfully tested in January 2012.[9]

Electromagnetic modelling of current flow in the heart from TASER devices and the risk of cardiac dysrhythmias.
Increasing use by law enforcement agencies of the M26 and X26 TASER electrical incapacitation devices has raised concerns about the arrhythmogenic potential of these weapons. Using a numerical phantom constructed from medical images of the human body in which the material properties of the tissues are represented, computational electromagnetic modelling has been used to predict the currents arising at the heart following injection of M26 and X26 waveforms at the anterior surface of the chest (with one TASER ‘barb’ directly overlying the ventricles). The modelling indicated that the peak absolute current densities at the ventricles were 0.66 and 0.11 mA mm(-2) for the M26 and X26 waveforms, respectively. When applied during the vulnerable period to the ventricular epicardial surface of guinea-pig isolated hearts, the M26 and X26 waveforms induced ectopic beats, but only at current densities greater than 60-fold those predicted by the modelling. When applied to the ventricles in trains designed to mimic the discharge patterns of the TASER devices, neither waveform induced ventricular fibrillation at peak currents >70-fold (for the M26 waveform) and >240-fold (for the X26) higher than the modeling.

The NIGHT LIFE of a Targeted Individual #3

10:30pm I was needled at the top of my head while watching television.
10:31pm Female voice screams,”You need to die.”
10:37pm Stopped at the bottom of my left foot.
12:34am Stabbed on the top of head.
1:27am Stabbed on the top of my head.
1:39am What sounds like a door slams upstairs and I am immediately radiated at a low frequency. (Yeah, I know. They have thought of every trick in the book.)
1:39am Male voice says,”You got snubbed.” (Thank God that I never cared to knowingly fool around with a gang member of any sort. I liked being single for a reason.)
1:42am I hear the electrical charges bouncing of the wall but I was not radiated. There were two of them consecutively.
1:43am Another charge bounces of the wall and I am immediately radiated. Low frequency.
1:45am Another charge bounces off the wall near the staircase like before at a higher frequency.
1:47am Another charge bounces off the far wall and the frequency is higher still.
1:51am Yet another electrical charge bounces off the wall and the frequency was lower.
1:52am A charge bounces off the wall. Low frequency. (I guess you have guessed by now that these people, especially black, have nothing better to do.)
1:53am I try to go to sleep and then I see the flashing lights as my eyes are closed. Then there is another charge that bounces off the wall and onto my body. High frequency.
1:56am A charge bounces off the wall in the same location as the last. It burned my skin this time due to the higher frequency.
Also, a male voice says excitedly,”You see you ain’t lapped.”
(Talk about cheeky! And they act as if they have every right to make decisions about my life because someone told them to.)
1:59am I attempt to close my eyes again and the flashes of light behind my eyelids begins again. I open my eyes and can still see the flashes.
2:00am I attempt to go to sleep, not for the first time, and they turn on the flashes again but they are brighter this time.Even with my eyes open and at the corner of my right eye there was a separate flash of light.
(This has a lot to do with a female, I think. It is rare that a man would get this emotional without help getting to that point. Nine times out of ten, there is a woman in a man’s ear.)
2:02am They are again playing with something at the top of head.
2:06am They use some type of weapon on my person that feels as if someone is holding by my head and moving it around. They did this often while I was at worked and it throws me off balance. Something quantum possibly. Don’t know.
2:09am Stabbed again at the bottom of my left foot.
2:17am Needled on the right side of my head.
2:18am Stabbed more deeply around the same spot from the last on the right side of my head.
2:22am Stabbed above my right ear.
2:23am Male voice says, “You’ll never bask.” (No. They really did not have anything to do at 2:23 in the morning.)
2:31am I feel them on stabbing me under my left foot and then my right.
2:37am A male voice says,”You see they ain’t thrown in the towel.”
2:52am A very cocky male voice says, “You see how deep you died,” or something to that effect. (They are really showing off.)
3:00am A male voice says,”You got to toodaloo.”

Mr. KUCINICH introduced the following bill; which was referred to the Committee on Science, and in addition to the Committees on Armed Services, and International Relations, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned
A BILL
To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Space Preservation Act of 2001′.
SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.
Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.’.
SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.
The President shall–
(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and
(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.
SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.
The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.
SEC. 5. REPORT.
The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on–
(1) the implementation of the permanent ban on space-based weapons required by section 3; and
(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.
SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.
Nothing in this Act may be construed as prohibiting the use of funds for–
(1) space exploration;
(2) space research and development;
(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or
(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.
SEC. 7. DEFINITIONS.
In this Act:
(1) The term `space’ means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.
(2)(A) The terms `weapon’ and `weapons system’ mean a device capable of any of the following:
(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by–
(I) firing one or more projectiles to collide with that object;
(II) detonating one or more explosive devices in close proximity to that object;
(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or
(IV) any other unacknowledged or as yet undeveloped means.
(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)–
(I) through the use of any of the means described in clause (i) or subparagraph (B);
(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or
(III) by expelling chemical or biological agents in the vicinity of a person.
(B) Such terms include exotic weapons systems such as–
(i) electronic, psychotronic, or information weapons;
(ii) chemtrails;
(iii) high altitude ultra low frequency weapons systems;
(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;
(v) laser weapons systems;
(vi) strategic, theater, tactical, or extraterrestrial weapons; and
(vii) chemical, biological, environmental, climate, or tectonic weapons.
(C) The term `exotic weapons systems’ includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.
